Program Transportation Manager – Kuwait Project Overview (Brief overview of project, client, scope & objectives)
Contract services to provide maintenance, supply and transportation services in support 2-401st AFSB at Camp Arifjan, Kuwait. The 2-401st AFSB maintains APS-5 and DTS support for movement of equipment; recovery support; segregation of equipment; movement and/or coordination for movement of equipment; receipt and segregation of equipment into unit sets at the Equipment Configuration and Hand-off Area(s) Equipment (ECHA) Equipment Processing Area; performance of technical inspections and functional testing; maintenance of APS equipment as well as other units or branches of the armed services, other Government agencies, coalition forces and armed services of an indigenous area, or humanitarian relief services when the equipment is provided by the US Government; hand-off equipment to the designated gaining units; receipt of equipment turn-ins from redeploying units or other branches of the armed services; retrograde of equipment; and reconstitution/reset of APs/DTS.

Position Summary:
TAOS’ Transportation Manager is responsible for successfully reviewing and developing a comprehensive resource loaded Technical Execution Plan (TEP) for all Statements of Work (SOW) received from the government. Position is responsible for the formulation of detailed transportation solution requirements in support of APS-5 Kuwait. Resolution involves detailing all aspects of multi-modal transportation management to include freight forwarding, APOE/D and SPOE/D operations, movement control, and TTP operations.
Key Result Areas (Responsibilities)
A. TRANSPORTATION SOLUTION DEVELOPMENT Ensure all transportation related aspects of the customer’s Statement of Work are properly solutioned both technically and operationally in proposals. Support field activities in the development of responses to Change Orders.
1. Development: Provide detailed direction and editing requirements to support the preparation of proposals and Change Order responses.
2. Compliance: Ensure strict adherence to the requirements of the Statement of Work.

Communication and Working Relationships
Is able to function in a culturally sensitive manner. Frequent interactions across functions require excellent communication and inter-personal skills. Possesses the ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Has the ability to write reports, business correspondence, and procedure manuals. Has the ability to effectively present information and respond to questions from managers, department directors, DCAA auditors, and USG customers.

Framework, Boundaries, Decision Making Authority and Responsibility
Requires working simultaneously on multiple projects and assignments. Is able to work independently without routine supervision. Possesses the ability to define problems, collect data, establish facts, and draw valid conclusions. Possesses the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Has the ability not to lose sight of the big picture while working with the details. Exercises good judgment when drawing conclusions.

Job Requirements:
Mandatory Knowledge, Skills and Experience
• Bachelors Degree or equivalent experience.
Desired Skills, Knowledge, Attributes, Experience Level
• Experience in an OCONUS Army environment is desired.
• A former Army CW 3/4 with an 882A (Mobility Officer) or senior Army NCOIC with an 88N (Transportation Management Coordinator) MOS is a plus.
• Lean Six Sigma experience, preferred.
• Recent experience involving Army Prepositioned Stocks or retrograde operations for the CENTCOM AOR is highly desirable
