full time Utilities Principal Resources Analyst

Responsibilities : Under direction, to formulate, analyze and recommend regulatory policies, strategies, compliance activities, and perform complex technical analysis related to power resources and renewable resources procurement, wholesale transmission investments and participation in organized wholesale power markets and natural gas markets. Provide technical and management support in contract/project negotiations and administration; represent the City in regulatory proceedings and stakeholder forums; perform project management functions; and perform related work as assigned.Work PerformedTypical duties may include, but are not limited to, the following Prepare, review, analyze, negotiate and recommend wholesale power and gas contracts.Review, analyze and make operational and policy recommendations regarding California Independent System Operator tariffs and agreements; market initiatives and the markets operated by the analyze and perform technical studies related to and Western Electricity Coordinating Council transmission systems.Participate in the evaluation and formulation of policies related to long term power resource and renewable resource procurement; greenhouse gas mitigation; bulk transmission system investments and energy risk management strategies.Monitor and support City participation in utility industry, federal, state and local regulatory authority activities.Monitor, prepare, review, and evaluate, regulatory filings and legal filings related to the City's generation and transmission assets and contracts.Serve on various project and industry committees to protect and further City interests.Coordinate and support the Public Utilities Board, City Council, utility management and staff presentations and briefings with respect to power resources, transmission resources, regulatory policies and strategies.Supervise and train division personnel, as necessary.

Requirements :Education A Bachelor's Degree from an accredited university or college in engineering, economics, business administration or a related field. Master's Degree is highly desirable.Experience Five or more years of increasing responsibility in electric utility and/or power marketing, including extensive experience in at least one of the following areas contract administration, resources planning, resource operations or control area operations.
