ABOUT THE PARTNER

Participating in the Provincial Aids Committee (PAC) Capacity Building Project will give volunteers the chance to have a meaningful role in changing the way a province in Papua New Guinea (PNG) can respond to HIV/AIDS.

PNG’s ability to manage its response to HIV/AIDS is still very much in its fledgling stages. HIV prevention is not yet adequate in nature, intensity and scale. Not enough steps have been taken to build upon the experience of HIV positive people and ensure their proper inclusion at all levels of leadership and decision making. Capacity issues at national, provincial and local levels have hampered the ability of stakeholders to implement and coordinate activities.

However, recent developments within the National AIDS Council, including more coherent leadership have laid the groundwork for more rapid and effective progress. Recognition is growing that a centrally determined ‘one-size-fits-all’ response to HIV does not work and that provinces, districts and local level governments should develop a response best suited to the local environment and scale of the epidemic.

This project, which is focused on strengthening capacity at the local level, has the potential to contribute to a major step-change in the national and local response.


THE VOLUNTEER’S ROLE

The role of the Resource Mobilization Specialist is to focus on supporting PACs develop capacity to evaluate and support stakeholder grant applications and to support stakeholders to diversify their funding sources.

They will be based in the VSO Programme Office in Madang with substantial travel to the five participating PACs including: Simbu, West New Britain, Sandaun, Eastern Highlands, and Manus. They will consult with PAC members and staff, stakeholders and the long-term capacity builder to:

•Conduct donor mapping and make available to all PACs, including international, national, and regional donors
•Facilitate development of proposal/grant database that can be made accessible to all PACs (including all PNG stakeholder applications, highlighting successful ones, with case studies)
•Facilitate a workshop/training for each participating PAC grant committee to enable them to support development and evaluation of stakeholders’ grants/proposals
•Conduct a proposal/grant development workshop for the five PACs, associated staff, DAC members and selected key stakeholders

SKILLS AND QUALIFICATIONS

Essential

•University degree in relevant field
•Minimum three years of experience in fundraising and/or proposal writing
•Donor mapping and relationship management (Government and non-government)
•Able to work effectively in a new cultural environment
•Quickly builds rapport with individuals and groups
•Negotiates effectively by exploring a range of possibilities

Desirable
•University degree in international development with emphasis on funding models and participatory development

TRAINING AND FINANCIAL SUPPORT

Our training and support package covers the costs of being an overseas volunteer, allowing you to enjoy a modest but healthy lifestyle while you volunteer abroad. This includes:
•Attendance at a Cuso International assessment day (candidates are expected to cover the first $150 of the most cost-effective travel expenses and accommodation costs).
•Travel and accommodation costs associated with five day pre-departure training course held in Ottawa.
•Return airfare and visa/permit (this includes a return flight in the case of a family emergency).
•Coverage for required vaccinations, medications and health insurance.
•Accommodation while overseas.
•A modest living allowance, which varies depending on the country where you are placed.
•Quarterly payments to support you in your placement
